The Generalitat approves a food strategy for Catalonia

The strategy includes advocating for the integration of advanced technologies, the promotion of a circular bioeconomy, the prevention of food waste, food education and improving accessibility to healthy food.

The Government of Catalonia has approved the 2025-2028 Food strategy of Catalonia, promoted by the Catalan Ministry for Agriculture, Livestock, Fishing and Food, with the aim of creating a competitive and sustainable food system that is rooted in the territory, is in line with international agendas and produces food recognised by the consumers.

The Strategy, which is the roadmap for food in Catalonia for the next few years, structures its ten objectives using four key dimensions of the food system, which are: sustainable and transformative; local and rooted in the territory; fair, equal and cohesive; and healthy and trustworthy.

Initiatives and actions have been identified from these pillars to advance towards a food model that ensures food quality and safety, reduces the environmental impact, strengthens local production and increases the self-supply of food.

Highlighted measures

The Food Strategy of Catalonia advocates, among others, for the integration of advanced technologies that promote the technological and digital transformation of the agrifood system, as well as the creation of new business models, collaboration among all agents of the food system from production to consumption, coordination among the various administrations and agents involved, food education, prevention of food waste, and improving accessibility to healthy and sustainable food. This strategic vision aims to situate Catalonia as a leader in food excellence, both nationally and worldwide.

Ensure compliance with the objectives

Accordingly, through clear objectives and concrete initiatives, the Government aims to build a more sustainable, fair, healthy and competitive food systems for all citizens in the Catalonia.

The Catalan Food Council, a body for participation which includes representatives from different sectors, will be in charge of monitoring the Strategy and ensuring that the objectives established will be achieved effectively.
Furthermore, it will enable the participation of the various stakeholders involved (internal and external), and will guarantee transparency in the communication of advances on the Department’s web page where the monitoring of the Plan can be consulted.

The basis for this new food policy took root from all the knowledge and experience acquired during the preparation and execution of the Strategic Food Plan for Catalonia (PEAC), an action plan with more than 294 initiatives agreed on by over 400 experts and 34 working groups.

On 25 November 2024, the Catalan Food Council, in its full session, approved the 2025–2028 Food strategy of Catalonia and presented it to the Generalitat Government of Catalonia, who approved it today. This initiative is an important step for the future of the food system and for building a society that is more resilient and prepared for the challenges of the 21st century.

A strategic sector

The Catalan food system is a strategic sector that encompasses the primary production, the transformation of these products through the food industry and, finally, its commercialisation, with an annual production of €68,424.50 million, which represents 15% of the total of the Catalan economy.
